About HALO:

HALO is the leading global NGO addressing the impact and drivers of conflict, with projects in 30 countries and territories, and over 11,000 staff. We make land safe where war has ended, while also assisting those affected by active conflict and endemic violence. HALO addresses human suffering caused by armed violence in some of the world’s most fragile places, securing weapons and ammunition and working with both state and community actors to reduce the prevalence of armed violence.

HALO has been working in Angola since 1994 and now employs over 1,500 staff (47% women) working in demining, explosive ordnance risk education, and conservation. There are over 70 different types of landmines in Angola from an estimated 41 years of minelaying during the war for independence and civil war which persisted from 1961 to 2002. As a signatory of the Ottawa Treaty, HALO supports the Government of Angola in reaching its treaty obligations. To date, HALO has cleared over 120,000 mines and made over 25km2 of land safe for use across the country.

With more than fifteen live grants from a variety of governmental, corporate, and private donors, the Senior Programme Officer role provides an opportunity to lead on the grant management of one of HALO’s most diverse donor portfolios. This is an exciting time to join the programme, and the Senior Programme Officer will play a key role in securing new partnerships and donors, further expanding HALO’s impact and ensuring the sustainability of our critical work in Angola.

About the Role:

The HALO Trust Angola is seeking a qualified and highly motivated Senior Programme Officer to support the Projects team. The Senior Programme Officer is responsible for supporting the Donor Relations Manager (DRM) in the overall delivery of projects and external engagement and is responsible for ensuring high standards of contract management across the department. Under the lead of the DRM, you will monitor contract delivery, maintain and manage existing funding and partners, build and support donor relations, and seek new funding opportunities. You will deputise the DRM, leading the Projects Team in periods of absence. This position will be based in Menongue, Angola.

RESPONSIBILITIES

  • Lead the planning and delivery of concept papers and proposals to a variety of different donors to achieve HALO’s short and long-term goals
  • Ensure close coordination with other HALO departments as part of proposal development processes and ensure timely submission of required documentation
  • Ensure that future programming integrates any findings or lessons learned from previous projects
  • Assist the DRM with the review of concept notes and proposals.

Grant/Project Management and Reporting

  • Support the development and review of monthly, quarterly, annual and end-of-project reports and ensure donor and HALO standards and requirements are met.
  • Ensure close coordination with HALO’s MEAL and Information Management team; ensure that data and findings are accurately presented in the reports
  • Monitor project progress, ensure goals and objectives are achieved and ensure adherence to grant requirements and international standards
  • Facilitate start-up and close-out grant/ project meetings
  • Support the training of the Projects team in grants management as required.

Partnerships and External Relations

  • Under the guidance of the DRM, lead and coordinate the development of new partnerships within the programme
  • Develop and maintain strong relationships with HQ staff and assigned donor contacts
  • Support the programme to identify potential implementing partners and peer organisations to work alongside and coordinate with
  • Find and analyse secondary data sources to illustrate the need for HALO’s work with partners and to increase support for demining, development, and stabilisation projects
  • Assist the DRM with external representation of HALO Angola and build and maintain networks with NGOs, local donor delegations

Communications

  • Support the production of case studies, newsletters, communications materials and other non-project related reports in collaboration with other departments and through regular field visits.
  • Contribute to the development and implementation of the programme’s communications strategy.

Monitoring, Evaluation, Accountability and Learning (MEAL):

  • Understand HALO’s internal monitoring and evaluation systems on the programme and the use of output and outcome indicators against donor projects.

  • Ensure donor priorities are fed into the MEAL team’s work plans by collaborating closely with the MEAL Coordinator.

  • Utilise MEAL reports, as well as internal and external information to develop assessments on the impact of HALO’s work across Angola for fostering safety, security, livelihoods, vital access and economic development.

  • Work with others in the programme, including MEAL teams, to gather qualitative data for reporting purposes.

Essential:

  • A degree in international development, social sciences, or related field
  • Extensive previous experience in a humanitarian or development organisation
  • Demonstrated ability to independently lead project design and deliver high quality report and proposal writing
  • Demonstratable experience in grant management, including monitoring and evaluating project progress and implementing adaptions based on lessons learned
  • Strong understanding of both private and state donors and their requirements
  • Strong coordination and facilitation skills
  • Excellent written and verbal English skills
  • Excellent excel and Microsoft skills
  • Experience working in remote, post-conflict settings.

Desirable:

  • Experience in Angola (or similar contexts)

  • Experience with Piktochart, Canva, Adobe or other design tools

  • Prior knowledge of the Mine Action sector

  • Experience in data analysis and visualisation tools

All HALO staff are expected to undertake the following general duties:

  • Work within the framework of HALO’s core values, promoting its ethos and mission statement.

  • Ensure familiarity with and adhere to all HALO policies and procedures and keep informed of HALO activities.

  • Travel overseas as and when required.

  • To discharge duties and responsibilities under HALO’s Health and Safety Procedures which may include Risk and COSHH Assessments and participation in evacuation procedures as necessary.
